2.比较ABC，发现PLAN TO 和PLAN FOR的区别，根据毕出老师不定式和ing的区别，因为plan是主观性很强的，故用to do不定式，排出C。
3.比较AB，发现A后面接定于从句which指代模糊。故排除A。

PS：
1.B中proposing做伴随状语修饰decided。
