這題在題目的分類上，我歸為帶有負面立場的Inference 因為題幹中作者並無主觀態度或推論字眼，可說沒有結論句

至於答案，我當初在B和Ｃ中糾結
因為誤以為此題為weaken 所以判斷B為out of scope

但如果此題為Inference (B)是帶有明顯"-"立場的
而(C)立場不明確

還有此題的目的是要reduce traffic speed 為相對值 但C講述的是現行限速的絕對值
所以就算是weaken題 削弱的程度也很弱

不知道大家覺得這樣推論合不合理 感謝！
