that不仅可以指代人，且先行词即有人又有物的时候只能用that

gmat语法不是不接受that指代人吗？虽然其他地方可以，但是gmac貌似不允许吧

说下我的看法吧~不一定对~
我觉得in前面应该还需要加一个名词，不能单单只加in。
in+时间可以表示某个时间的情况，这题比较的是两个rate（名词）而不是情况（因为是svc结构）所以为了使得后面也是名词需要再加一个代词that。而第二个例子是sv结构所以比较的是两个时间的情况或状态，可以直接加时间状语。
（不知道这样根据句型判断比较对象是否正确，我也是对于这类问题很混乱~~仅供参考！恳求指正！）

同意；我自己的判定是，如果前面比较的是同一个主语、谓语在不同时间状语的情况下，可以直接比时间状语的部分
