请大神解答一下：A选项在时间前面加一个in对吗？

前面33题省略了比较的对象直接加了时间状语
The infant mortality rate has decreased steadily over the past decades and is now lower than ever before.

说下我的看法吧~不一定对~
我觉得in前面应该还需要加一个名词，不能单单只加in。
in+时间可以表示某个时间的情况，这题比较的是两个rate（名词）而不是情况（因为是svc结构）所以为了使得后面也是名词需要再加一个代词that。而第二个例子是sv结构所以比较的是两个时间的情况或状态，可以直接加时间状语。
（不知道这样根据句型判断比较对象是否正确，我也是对于这类问题很混乱~~仅供参考！恳求指正！）

The infant mortality rate has decreased steadily over the past decades and is now lower than （the infant mortality rate has decreased）ever before.

Even though interest rates rose last year, they were not nearly as high as （the interests rates rose）IN the early 1980s, when the economy tumbled into a recession and markets were depressed.

我觉得只加in the 1980s也可以。但是the 1980s绝对不行。

同意；我自己的判定是，如果前面比较的是同一个主语、谓语在不同时间状语的情况下，可以直接比时间状语的部分

我觉得是他们的答案特征相似，都是同时提及两者or给出一个他因。
但是相关因果的CQ更多更细分（多了因果间接性和因果方向）

我是用名词和Ing名词的区别排除了B,C,D，因为引入模型和生产应该是两个有中止点的事情~不知道这样判断可不可以？
