2/9 * 1/4 = 1/18的人已经投了反对，总共需要2/3的人反对 所以还需要2/3 - 1/18 = 11/18的人投反对票
（11/18) / (7/9) = 11/14
以2:1反對 所以是2/3反對票
在2/9counted的人中，有1/4投了反对票，3/4投了赞成票。题目问在剩余的7/9uncounted的票中，有多少投了反对票才能使得总的票数有2/3的反对票？→2/9*1/4+7/9*X=2/3
