A选项:Correct. 比较对象是this year和last year,即,两个年份。
B选项:rise表达了“上升”的意思,而higher表示更高。在逻辑上,rise的结果一定是“使得某物higher”,因此,rise或higher只能存在一个,higher赘余;
另外,higher…than…
比较两个年份的价格在本题中也是可以的,但是,last year's在than的身前无法找到平行对象,可以改为: this year's heating-oil prices are higher than last year's prices.
D选项:higher…over…
Heating-oil prices are expected to be higher this year than last和OG2018-SC-758的A选项Prices at the producer level are only 1.3 percent higher now than a year ago为什么这道题对,758错?

herl解释错了,那题A选项的问题是后面的therefore raised,than a year ago 是没有问题的。
并且不造成歧义,这一题后面的比较than they were last year."they were"就补出了,是为了避免跟前面的than last year 混淆。
