A选项：Correct. 本选项在语法和逻辑上均是正确的。比较对象是this year和last year，即，两个年份。
B选项：rise表达了“上升”的意思，而higher表示更高。在逻辑上，rise的结果一定是“使得某物higher”，因此，rise或higher只能存在一个，higher赘余；
另外，higher…than…是习惯用语，higher…over…是不正确的。
C选项：比较对象不对等。比较两个年份的价格在本题中也是可以的，但是，last year's在than的身前无法找到平行对象，可以改为： this year's heating-oil prices are higher than last year's prices.

这题我扒了国内国外很多解释，最后还是同意RON解释的。
RON觉得，“Heating-oil prices are expected to be higher this year than last”跟“Prices at the producer level are only 1.3 percent higher now than a year ago”，都是省略了（they were），省略了之后 aren't necessarily faulty，也就是省略不省略都可以接受。比较对象是两个时间段的价格，但不是 those of last year，因为要跟前面的句式保持平行，所以是they were。
OG上的关于A的解释是说比较对象错误，RON并没同意，因为他说出题的跟写解释的不是一批人，写解释的是外包的，为了省钱。而且OG上的解释不少都是错的。关于A可以用别的grounds来eliminate。

那请问，prices are higher this year than last year's ,这个结构是对的？因为，生产者价格那题里，正确选项的结构是prices are higher now than those of a year ago，这两题里这个比较结构是类似的。但是我觉得还原回来不太平行：prices are higher now than (prices) of a year ago (were)，总觉得主句在比状语，从句在比主语。疑惑TAT
是非必要的错误。不要死记，要看题目到底考你什么，如果考比较平行，那这种结构肯定是不好的，看有没有更好的结构。最重要的就是找到它要考你的点去排除。
