本题比较难。很多考生一看到未划线部分有一个not only，然后立刻就在选项中找but also。实际上，not only…but also…确实是一个习惯表达，但是并不是唯一正确的习惯表达。可以用not only…but…，也可以用not only…also…。
选项分析：
A选项：Correct. 本选项在语法和逻辑上均是正确的。
B选项：and身后的selling the data to competitors是一个分词短语，该分词短语在and身前并没有平行对象。
C选项：pilfering valuable information是分词短语。句型not only…but also…中，not only和but also必须各自引导一个完整的句子，需要有完整的主谓结构。（当然，not only…but also…和and做连词是一个道理，也可以因为省略现象而只连接两个功能相同的部分。本题中的not only身后就是一个完整句，所以but also身后也必须是完整句）

1）后面的also没有放在句首，不是“also can they...”，这样也行么？好像之前的题目都对but/also/but also的位置有要求的，按照这个题目就可以随便放了？我做题时的对正确选项的判断，首先就是but/also/but also得放在句首，其次要求句子要倒装，最后如果主谓省略了，就判断是功能平行。
2）这样的题目能否认为，not only后是完整的句子，而but/also/but also后把主谓都省略了？比如they not only do..., but also do...也是可以的，但第2个就省略了主语。何时必须完整的句子？何时可以省略？
1. but的位置是有要求的，但是also并没有，甚至可以不加。2. 这个句子相当于是省略的but also~关于可不可以省这个问题，没有规则。还是那句话，GMAT不是考查语法的，所以在成分上没有差异的情况下，语法内容，除掉极为严重的，都是可以忽略的。

没错。但是省略的原则是，在不引起歧义的情况下就可以省略，所以GMAC爸爸在这道题目中认为，你见了not only，就能知道后面有but also，所以我省略了也没什么大不了的。登录 或 注册 后可以参加讨论

D没有很平行...not only are thieves....but also pilfer....，我记得Ron在200x年左右的一条帖子里说过平行里一个有be，另一个也需要有，否则就都不要有。（不知道现在规矩变了没）而且to sell修饰的只是contract bidding plans，而不是全部，这是和原文相悖的。
