可以省略。省略的基本原则是：
只要前句中出现过的成分，都可以省略。（当然前提是不引起歧义，不过这个歧义很难量化，所以可以不考虑，就是可以补出前面出现过的任意成分）
to在这里是不定式不是介词，所以和介词不可省的原则不冲突。如果to当介词的话后面应该接fly名词形式即to flying
