问的是方案的副作用，选B。A与方案无关，不是方案带来的
为什么D选项与方案无关呢？不是也提到了减速带吗？
这个题A选项成立的话，政府新的减速坎则无法有效的解决人们超速的问题 (speed bump can reduce 20-25% but people travel at more than 25% over speed limit). 这样的话政府的减速坎不就没有用了吗？
我觉得B 选项虽然说是一个drawback，但是和政府的初衷（让大家follow speed limit）没有什么关系
请老师指教！
C更加说明了安装减速带的必要性
另外这里问的是方案的drawback，而不是strengthen or weaken
D选项，不熟悉路的人会无视，但至少一部分熟悉路的人会注意减速，所以方案至少in some way是有效的

而且这道题明确是说了副作用
1.目标：减速，保障安全。

这。。。这题我理解成了类比推理，就是nearby说明A和其他居住区是类似的，因此适用于其他社区的减速方法应该也适用A，而C项就属于CQ：驳斥了两者之间的相似性，谁能告诉我这样理解哪里出问题了吗
不能理解为类比推理，因为论述其他社区时没有提到减速带提高了安全性。

这是一个方案推理，我会在B和D之间纠结一下。没选B是因为：1. high weight和后面的两种车之间没有关系，特别是急救车，都是中小型的van，不会重到哪里去；2. 按照我们的法律规定，是不是救火车和急救车可以有特殊政策。基于这两点基本没考虑B了。
你这种推理明显加入太多主观要素了。GMAT是面向全世界的考试，要做到适用于全世界的考生，肯定不能按你这套这么搞

方案推理 B选项是CQ3：方案可能带来的副作用。
本题按照毕出老师的说法属于方案推理。我认为是有结论句的，就是最后一句in order to... plans to... 方案推理的几个方向可以在这个网站里看
這題在題目的分類上，我歸為帶有負面立場的Inference 因為題幹中作者並無主觀態度或推論字眼，可說沒有結論句
不知道這樣是否歸類正確？ 感謝！
至於答案，我當初在B和Ｃ中糾結
因為誤以為此題為weaken 所以判斷B為out of scope
但如果此題為Inference (B)是帶有明顯"-"立場的
而(C)立場不明確
還有此題的目的是要reduce traffic speed 為相對值 但C講述的是現行限速的絕對值
所以就算是weaken題 削弱的程度也很弱
不知道大家覺得這樣推論合不合理 感謝！
