看到底是谁的比例看名词的修饰限定语，一直到找到谓语动词为止。
Are 10 percent of the people in Country X who are 65 years old or older employed？谓语动词是are employed，10 percent of the people是X县的65或超过65岁的people
of the population 65 years old or older, 20 percent of the men and 10 percent of the women are employed，谓语动词是are employed，of the population 65 years old or older修饰men and women，20%的65或65岁的男的及10%的60或65岁的女的
可知这里的men+woman的定语和题干的people的定语是一样的，这里的men+women=题干的people
employed放最后就很头疼
