我也纠结了一下，但我觉得不应该EA convinced that students could be offered a broad range of courses dealing with social issues吧，如果convince这件事的话就不应该是could了，应该向前者（social work education belonging in the university ）是should，是EA想说服这件事情的reform吧，而且其实这两句是有逻辑关系的，是在一个提供social issues课的大学里，学生（才能够）应该有social work education
