AB的区别：
A：only只能修饰一个词，所以必须紧跟on teachers之类的，如果修饰spent表示只能被花费，意思不对。且it allows表跟前文的一个转折关系
B: 使用“be”的原因，demand，虚拟语气，后面同位语（或者宾语从句，表语从句，主语从句）从句中should可以省略， be使用动词原型（虚拟语气对应单词 - suggest，request，order，demand，propose，desire，command，insist等）
