A和D,they无指代;B选项里as well用得很莫名,其后undergo是谓语动词,没有并列的成分;E选项,“if intended for use both by...",不确定这种表达是否有误,虽然看起来很奇怪,但must和mandate赘余了。其实这个赘余也可以用来排除A、D、E选项,这样理解不知是否可以。
在C和E中纠结,最后错选了E.
E选项是因为伴随状语强调状态所以不选吗?

依靠结构差异带来语意差异。首先排除d e 因为if状语描述的句子,这个动作,所以错误,这里描述的是drug的特点的;
A可以排除因为定语从句不缺成分,也就是多了一个they。
那B和C呢?感觉语意有一点差别
