of这个结构在英语中非常多变，很多情况下是表达所属关系的，但也有些情况是表达动宾关系的。例如：

上面的这个名词短语，其实是句子people reduced driving的一个名词化后的样子。这类名词化也是用‘s和of这样的“所有格”进行操作的。所以，这个时候，of就不再是所属关系而是动宾关系了。
因此，当of或者‘s修饰的一个由动作转换过来的名词时，你就要小心了，通常都是这样一个名词化的结果。譬如这道题中的disclosure就明显是动词disclose的名词形式，自然地，这里的 water purification method就是disclose的“宾语”，即，公布的对象。
