mark, at the time/during the time做 时间状语，所以他们在句子里是在修饰 系动词
请大神解答一下：A选项在时间前面加一个in对吗？

说下我的看法吧~不一定对~
我觉得in前面应该还需要加一个名词，不能单单只加in。
in+时间可以表示某个时间的情况，这题比较的是两个rate（名词）而不是情况（因为是svc结构）所以为了使得后面也是名词需要再加一个代词that。而第二个例子是sv结构所以比较的是两个时间的情况或状态，可以直接加时间状语。
（不知道这样根据句型判断比较对象是否正确，我也是对于这类问题很混乱~~仅供参考！恳求指正！）

E选项是不是还有一个错误是the high levels of the 1980s were not being approached后面，when the economy tumbled into a recession and markets were depressed做主句的时间状语时，不应该是“在经济衰退的时候，没有达到这样的等级”而应该是“1980年代是一个经济衰退的年代”？
