A 我排除的原因是，即使revenue减少，也许也有盈余，或者甚至make loss，来保证服务质量
但A中有in a city with sharply declining population, 暗示着revenue减少的情况很剧烈，还有西方思想不会有很“牺牲小我成就大家”的思想，是很商业的supply-demand的思想，所以A我想的情况是不符合西方思维的。
