再刷这个题，感觉这个“ a building undergoing being converted to cooperative ownership ”跟“a building undergoing conversion to cooperative ownership”意思是不是不太一样呢？
前者是a building undergoing （it）being converted to cooperative ownership，意思是这个楼被转换成合伙制。
后者“ to cooperative ownership”应该做宾补修饰conversion，这个转换是变为合伙制
不知道能不能这么想呢？。。

AB的错误在于，在比较结构中，后面想省略的内容，前面至少出现过一次。而AB选项，无论是they were还是they have been后面显然不可能省略的是to set这个不定式，因此省略的内容不一致，前面也没有出现过，所以错误。

Google了一下，think to be 不是很地道的英语表达。这也是排除C 选项的原因。

You can't memorize this kind of thing as a structure, because structure isn't the issue. The issue is what the sentence means.
