B中两个that并列，不符合题意
convince 接复杂意思用that从句，排除ace，that and that还是that where，按照逻辑，大学管社会教育，学生思路变开阔，不是并列而是递进，排除b
belong in 意为“应该归入；原住在”，属“belong+位置介词”结构，in后一般接地方或位置名词，有时根据所述的地点不同，可使用不同的介词(如belong on，belong under，belong among，etc.)

B选项之所以错是因为它将that social...和that students并列了，但在逻辑上，两者不可以并列，后面的内容显然是对于教育在大学的修饰，定从更好地传达了这一内容。
