Comparison: no longer clear. Are we comparing the NUMBER OF COLLEGES or are we comparing THE ACTION OF CHARGING THE FEES. Now to make the above sentence correct we need to add "THAT" between colleges and charge as follows:
More than 3x as many colleges charge certain fees as colleges THAT charge over $16000.
