(2)The median of the numbers of representatives sent by the five divisions was 4.

第一个条件：分两种情况讨论X取值 (1).x≤4 中位数为4 列不等式4＞(17+x)/5 得交集x＜3 (2).x≥5 中位数是5 列不等式5＞(17+x)/5 得交集5≤x＜8 所以在x＜3时可确定极差大于2但是5≤x＜8 时不能确定 所以单独第一个条件不行
第二个条件：中位数为4 只能推出x≤4
结合这两个条件 交集为x＜3 可以确定极差一定大于2
