我只看出来一个做定语修饰benefits，一个做状语修饰整个句子。

第一个是定语一个是状语已经是非常大的成分差异了。
如果是选项C，那么意思是把退休收益项目添加到时薪增加里去。这在逻辑上不正确。“退休收益”和“时薪增加”应该分别是雇员们寻求的两项福利。这两项福利本身不会自己相加。
