谁能准确的说一下这句话里面为什么要用if and when，这俩从意思上说有什么区别么？不是都表示“当”的意思么？

排除法居然选对了……B选项的意思就是说禁令开始了很多年，但是基本上没有过提前结束禁令的时候。所以，意思就是雪雁的水量非常多，根本猎杀不了5%，就算不限制，猎人也无法猎杀5%！
雪雁数量上升会导致其他鸟类数量减少。有一个禁令规定，当猎人捕杀雪雁使它的数量减少5%的时候，提前结束捕杀期。但是现在政府决定取消这个禁令，使其他鸟类的数量恢复。
