A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.
reduced the amount of phosphates that municipalities had been allowed to dump
reduced the phosphate amount that municipalities had been dumping
reduces the phosphate amount municipalities have been allowed to dump
reduced the amount of phosphates that municipalities are allowed to dump
reduces the amount of phosphates allowed for dumping by municipalities
That said, there's a difference in meaning. Consider the following (correct) sentences:
When I was 10, my parents changed the time I go to bed.
When I was 10, my parents changed the time I went to bed.
2.the amount of phosphates + that从句 正确 排除BC
phosphate amount + that从句 错误
因为:that定从应就近修饰phosphate, 在phosphate amount + that从句中,定从修饰了amount不合逻辑,这里phosphate做amount的定语,不能再被that定从修饰。
C:缺少that
E:应为allowed to do,且by municipalities改变句意,是municipalities被允许倾倒,不是被municipalities允许倾倒
1.had been allowed to dump
这个是过去一个特定时间里发生的事情,所以reduce是要用过去式的;
