我觉得这道题还有一个判断原则：
ABC的意思都是 at the end of 2011，they 【said】 and they 【expected】，不能说在2011年底，他们声称且他们期待
DE 的意思是说 at the end of 2011，they said that 【there were】 and that 【they expected】。因为expect在这里翻译为期待，所以把它放在said的意味之下会更好。

另外D中的would是将来时，没有必要，因为become widely available已经发生了，所以才期待在这种环境下隐私权可以进一步提升。

expect的约束力太强，总感觉这个解释很怪

D\E还有一个区别，即是D中as从句只能修饰expected（因the increase of piracy是名词），而E中as从句修饰的是increase。后者表达的意思更为准确。

您在之前的一道题的解释中说过”rob和make是alter的两个并列的后果，两个并列是成分用and连接时，and身前不能有逗号“,然而这里D为啥说”在and身前加的逗号是完全没有问题的。英语中逗号可以表示一种语气的停顿，而并非要表达什么特殊的含义“这里的“said that...,and that..."表达的也是并列吧？这两句话矛盾吧？

这题我觉得直接用时态就搞定一切了，abcd全部都存在现在时，但是显然应该全部是过去时

A 唯一的错误出现在increase的状语上。其状语是一个介词短语（with high-speed internet connections that become more widely available），这个介词短语的核心词为connections。但是，在逻辑上，盗版不是伴随着“互联网的连接”而上升的，而应该是伴随着“互联网的连接被更加广泛的提供”而上升的（是更加广泛的接受导致盗版猖獗，而不是互联网连接导致盗版猖獗）。因此，increase的状语的核心词应该是become more widely available这整个系表结构，而不能是connections。
B expect身后应该用不定式的形式
C 既然是平行，那么时态应保持一致，同时，more和increase重复
D 同B

DE中as就是一个连词，后面是一个状语从句

因为said that后面第一个句子是there were...，所以后面的and expected应该是与前面的said并列。
A that become more widely available里边的become时态错误。另外expected piracy to increase with ... connections that ...，这里的increase不是伴随着connections，而应该是伴随着某个”事件“而increase。
B expect与said平行，时态错误。
C and they expect...，时态错误
D they expected the increase of piracy ...，expect的是increase，而不是一个”事情“，相对比E，expect piracy to increase，expect的是一件事情。

主语 representatives 谓语said (that there were).. and (that they expected)

正确选项是E。关于C和D都有一个疑问
C：如果expect改成expected是否成立?为什么they expect more priacy是said that后面的宾语从句，不是和said同级并列呢？如何通过语义判断呢？
D: 大多数解释都是expected的强约束性，expected to do。另外一个错误是，would在时间状语从句里面显的赘余。难道时间状语从句就不可以用would表示将来了吗? 如果死扣语义，would的问题是什么呢？过去有一个预期，这个预期是剽窃的增长会伴随着互联网将要发展；互联网“将要”发展有什么问题嘛？虽然可以是互联网正在发展，一直在发展；但是将要更加的发达不是也很正确嘛?

Split#1：expect不应该是现在时，去掉选项B、C
Split#2：and前后均为that引导的宾语从句平行，去掉选项A
Split#3：expect的约束力较强，身后的宾语或宾补应该用不定式的形式，去掉选项D
