RON觉得,“Heating-oil prices are expected to be higher this year than last”跟“Prices at the producer level are only 1.3 percent higher now than a year ago”,都是省略了(they were),省略了之后 aren't necessarily faulty,也就是省略不省略都可以接受。比较对象是两个时间段的价格,但不是 those of last year,因为要跟前面的句式保持平行,所以是they were。

个人觉得,这道题考查的是权衡不同的知识点差异,选出相对来说比较好的那一个。句意看,比较的是两年的价格。如果答案中有that of last year的话,应该选这个,但是CE选项用last year‘s就很奇怪了。看pay $5 a barrel more,这个more不能往后放,不能选E。
为什么要用they were (paying) last year这个过去进行时而不用一般过去时 they did last year呢?

另外,我觉得B项不是赘余,是意思改变,原意说是这一年价格比那一年价格高,而B项就成了这一年价格所上升的比那一年价格所上升的高,您觉得呢?
