没说地震是什么时候发生的，但这个语义也是对的啊，难道一定要遵循原句，也就是A选项的语义？就一定是，在去年发生的地震中被摧毁的房屋被重建了？
还有一个问题，为什么感觉语态反了…
不应该是：Some buildings that were destroyed in the earthquake last year had been constructed.
而应该是：Some buildings that had been destroyed in the earthquake last year were constructed...
先被摧毁，再被重建，所以摧毁才应该是过去完成时啊？
不是重建 were constructed in violation of sth应该是建筑时违反了建筑法，是建造时候违法在先，然后才会有的在地震中被摧毁
