Choice C improperly uses would be to describe a situation that is presented as a current and known fact. Also, there is no noun for lowest to modify
C:"what" is one of those words that should be evaluated on a case-by-case basis. generally, you shouldn't use it unless there are no other options. (the good thing here, of course, is that these questions are multiple-choice -- so you'll be able to tell whether there are "other options" or not!)
