没确定这要用哪种CQ, 自己理解是:题目中明显出题点是不同的effluent,无论是否能和某个具体environmental damage牵扯上,都统一控制量,这样的原则下还得没有excessively restrictive controls。预设想答案的方向应该是,这样的统一对哪个effluent是没有过度不公的。D选项题目中说的是有威胁的,environmental ”threats“to the North Sea, 威胁不等于reach at...present啊,不reach也可以威胁啊,这个分类是题目中没给出的,不能用这个自己定义出来的标准来判断过度不过度
