解：只考虑1，同时学习两种语言的人是16，而这些人只占4%在法语总人数里，那法语总人数：16/4%=400.题目说学习日语的人超过100，没说具体多少，500也是超过100，这个条件不充分。
只考虑2，同时学习两种语言的人是固定不变的，这部分人占法语的4%，占日语的10%，同样的人数在日语里占比更重，那明显法语总人数是比日语高的。
故2条件充分，1不充分。
