two-year low level和the lowest level in two years是两个意思。前者的意思是一个两年的低等级，后者的意思是，两年内的最低值。
所以说，选E是为了保持原句意思吗？
划线前面是说七月的失业率下降，如果是D选项，意思是到了一个两年到低水平，那么前后到比较期间不一样。如果是用D选项，前面可以是2014-2015 decrease in unemployment。
