A选项的错误是for后面的核心词是utilities，对吗？

所以b是错在不应该是 caused by fossil fuel burned by human? 但是中文里面不是常说 “global warming”是因为煤的燃烧...?

这题一定要读懂原文的意思：

2. This course of action has worked well in the past

我觉得A句的逻辑就有问题。原句意思是，heavy commitment 使得"to miss signs...." likely。但逻辑上，应该是"过分致力于..."使得executive likely "to miss signs...."

A、B的代词没有指代对象？

D选项的错误是主语赘余？还是需要和前面一样用完成时态？

C选项even as是正如的意思？
