因為題目的asm:建了rail,highway的部分需求會轉移過去。所以才有能得出rail可以舒緩congestion的結論。但是真的結論說不能舒緩,那肯定就是需求並沒有轉移過來E。選項只告訴我們rail會吸引新的需求,但是沒有告訴我們為舒緩congestion而需要轉移過來的highway需求到底有多少。考慮即使新需求出現了,只要新的供給可以滿足需求且有人從highway轉移過來使用rail,那麼congestion on highway依舊會舒緩,所以E是irrlevant的。
题目问的是 这个计划不能缓解交通,因为....E坐rail的人多了,公路上的开车的人就少了, 是可以缓解交通的
