要easing的 congestion 是指on the province's highways。。。不是rail system 所以e错
因为大多数投票同意修地铁,是因为他们希望能够让别人坐地铁上下班,这样子自己开车就爽很多了,所以不能够真正解决高速公路拥挤的问题,所以这个提议就算成功了,也没有作用。
题目的目的是ease congestion on the province's highways,所以即使地铁的乘客增加了,也不会影响这个目的。。。
a选项是那些愿意扩建铁路的人,也就是80%的人,只会愿意减少在高速公路上开车,在市区内并不会减少开车,所以congestion不会减少。
E为什么不可以?乘坐rail的人更多了,不是不能ease congestion了吗
因為題目的asm:建了rail,highway的部分需求會轉移過去。所以才有能得出rail可以舒緩congestion的結論。但是真的結論說不能舒緩,那肯定就是需求並沒有轉移過來
E。選項只告訴我們rail會吸引新的需求,但是沒有告訴我們為舒緩congestion而需要轉移過來的highway需求到底有多少。考慮即使新需求出現了,只要新的供給可以滿足需求且有人從highway轉移過來使用rail,那麼congestion on highway依舊會舒緩,所以E是irrlevant的。
