感觉D从可行性的角度来解释方案。A之所以不可以，是因人数上涨有可能出现manager说的情况，也是就跟目标没有直接关系。D虽然没有直接谈方案确实可行，但是给出了方案可行，实现目标后的一个现象，故也可以说是方案成立。
