虽然ron也是这么说的，但是如果这里to do是补语呢，那么它的逻辑主语就是deal
不定式作宾补是有条件的，在“动词+宾语+不定式”结构中，必须具备上述要求才可以。as a part of a deal 自己本身就是这个从句的宾语补足语了，to make就没法再当补语，所以必须是that引导从句，让deal发出make的动作
