我觉得这道题分析起来,主要要看句意。逻辑为先。D中,save money in prevention意思是在控制疾病方面省钱,但save money by preventing 是通过控制疾病省钱,钱不一定省在哪方面,有可能是在疾病带来的production下降造成的损失方面。我认为这点重要过什么动词》形容词》名词 这个思路。

个人认为,D选项不能靠就近原则,以they修饰workers为排除理由,因为代词与其指代对象之间并无距离要求,没有所谓的“就近指代”,这里只是有指代歧义的嫌疑。
E选项同样出现了companies和employees两个复数名词,综合比较优于D选项。
D save money in改变句意
我的理解是大家做这道题一定要注意两点:
1.annually和each year重复排除ABC
2.文章最后的if they simply provided,中代词they的指代,D中workers是复数,they就近指代workers,句意就变成了如果工人们能够提供,与事实不符;而E中worker是单数,很显然they不能指代她,所以they的指代往前找就是companies符合句意
所以选E
第二点异议:我感觉从句中的主语出现代词,优先指代主句中的同一位置主语;另,workers的位置是在介词短语里再加of之后,这种位置很劣势,不属于指代的考虑范围
