个人认为，D选项不能靠就近原则，以they修饰workers为排除理由，因为代词与其指代对象之间并无距离要求，没有所谓的“就近指代”，这里只是有指代歧义的嫌疑。
E选项同样出现了companies和employees两个复数名词，综合比较优于D选项。
1.annually和each year重复排除ABC
2.文章最后的if they simply provided，中代词they的指代，D中workers是复数，they就近指代workers，句意就变成了如果工人们能够提供，与事实不符；而E中worker是单数，很显然they不能指代她，所以they的指代往前找就是companies符合句意
所以选E
第二点异议：我感觉从句中的主语出现代词，优先指代主句中的同一位置主语；另，workers的位置是在介词短语里再加of之后，这种位置很劣势，不属于指代的考虑范围

我的理解是大家做这道题一定要注意两点：1.annually和each year重复排除ABC
2.文章最后的if they simply provided，中代词they的指代，D中workers是复数，they就近指代workers，句意就变成了如果工人们能够提供，与事实不符；而E中worker是单数，很显然they不能指代她，所以they的指代往前找就是companies符合句意
所以选E
