besides 和 in addition to 都表示“除……之外(还)……”，用法差不多，但"in addition to" 后面可接句子，而besides后面不能。
举个栗子：In addition to what I just described, you can look at other materials. 除了我刚才讲到的，你还可以看看其他资料。

我倒觉得出现了平行连接词and，就应该看看平行对象前后是否平行，and前是主句，后是从句，显然不行

因为although开始的让步状语未划线不能变所以两个句子间已经有了连词，看到and就不对了。其实差不多的意思。
最后说有了AC, P Indien have priority over other citizens,题干说的是单独用w,就没有AC， PI就没有优先权了
