demand表示要求的时候只能用虚拟语气
only的位置同时影响到句子的意思
only只能修饰一个词，所以必须紧跟on teachers之类的，如果修饰spent表示只能被花费，意思不对。且it allows表跟前文的一个转折关系
1、表命令语气的词后面接的词原型，demand that sb do sth
2、spend only on……not on……的结构平行
注意虚拟语气
另外需要注意only修饰的对象，根据意思应该是“只允许钱花在教师身上，而不是书本、电脑等其他东西”
选项ACE中only修饰都是spend：只允许花钱
demand后面跟的that引导的同位语从句需要用虚拟语气should+ do

太片面了，应该考虑的是but和谁并列，和主句并列就是指代预算。但也能和从句并列啊，指代钱。因为不知道到底和谁并列，会引起歧义，所以才不能选
