it不能指代administration吧，在句子里面这个词是一个形容词，不能被指代
代词it不能指代所有格中的名词.
it是不是应该优先指代前面句子主语budget啊

A选项 the money is controlled by local school districts, but it can only be spent；前半句 is controlled 用一般现在时不正确，一般现在时表示现在的状态，如果现在的状态就是这个样子的，那么administration 就不用demand的了，所以应该用虚拟语气。后半句 it 指代 the money 没有错误；
我感觉 it 是指代 demand 的 不然语义感觉不通哦
