only位置的问题：如果是can only be spent on...的话, only修饰的是spent这个动作，也就是除了花销以外还有其他的动作。 spend the money only on 里only修饰的是在spent情况下的用途。

毕老师，这个题目，A为什么不对呢？
1.DEMAND, RECOMMEND后面需要用虚拟语气，即BE动词用BE
2.ONLY的位置及修饰对象需要注意。
3.最重要的一点，BUT是平行标志，前后两句为平行结构，IT指代BUDGET

B demand 由v改为n依然自带命令的语气，后面应该接(should) do，should必须省略。

C 选项 the money is to be controlled by local school districts, but allowing it only to be spent；前半句时态问题同A ,另外is是约束力较弱的动词，不能连接 to do ，翻译成钱是去被控制的也不对啊；后半句有歧义如果but 连接的句子和同位语从句的前半句并列的话，allowing 的主语是the money，逻辑语义错；but 连接的句子和主干并列的话，allowing 的逻辑主语是the budget,语义也不对。
B选项 the money be controlled by local school districts, but it allows them to spend the money only；此处前半句省略了should，补出之后应该是 the money （should）be controlled by local school districts；后半句是but 连接两个句子，单独看的话应该是 the administration's demand that it allows them to spend the money only；此处 it 指代 demand ;them 指代 local school districts；意思是要求允许地方学校把钱花在...其实此处不用过分纠结代词，因为老师说过代词只要能指代句子中语义合理的词就是对的；

这个句子的主干是 The budget for education reflects the administration's demand，后面that 引导同位语从句。按照老师在“同位语”知识点写的 在某些名词（如demand, wish, suggestion, resolution等）后面的同位语从句要用虚拟语气。
A选项 the money is controlled by local school districts, but it can only be spent；前半句 is controlled 用一般现在时不正确，一般现在时表示现在的状态，如果现在的状态就是这个样子的，那么administration 就不用demand的了，所以应该用虚拟语气。后半句 it 指代 the money 没有错误；
demand, request, stipulation 后都加that to do...., 其中to 会被省略掉，变成，that do....；同时这个题it 应当指代budget
看完Manhattan上面的讨论，终于搞懂这题。这题考虚拟语气。demand that 和 propose that后面都要用虚拟语气。

demand只有是动词引导宾从，后面才是BE啊，这里demand是名词吧，reflects应该是动词和宾从的引导者，也要符合(should) be规则？
